In August a man shot two people on a bridge near San Francisco. At the time of the shooting two Marin County sheriff's deputies were within 100 yards of the shooter. Neither attempted to intervene or go after the shooter. Neither victims were armed. The local sheriff's policy is that a resident must demonstrate an "extreme need" before a concealed handgun permit will be considered. The author of the article argues that "may issue" laws need to end and "shall issue" laws should be nationwide.

Country wide CCW laws should be in place and all states should reciprocate.

Don't we have a document somewhere that guarantees this right? Oh yeah, it's called the Constitution. I guess that state and local governments have forgotten about it since they follow it so seldomly.

Sounds to me like just living within the jurisdiction of the Marin County Sheriff is an "extreme need" for CCW in and of itself.
