Interesting read.
A teeny-tiny kink in the "good ones"-only principle is that they can cease to be good, and then become good again. In the story of the British security guard, I suppose she is probably not allowed to carry off-duty...
Here in Greece we still have mandatory National Service in the armed forces. It always amazed me how it can be possible for an 18 year old, who wasn't allowed even to drive until the day before, can now be trusted with a gun, on a temporary basis, for a year only. Not just any gun, but one of those evil black (or OD green) plastic rifles too - [gasp] a full-auto one!
Oh and we didn't just carry these in the base, in our peacetime-service - as an MP, I carried my issued H&K G3A4 fully-loaded, outside a bank, in the middle of town, escorting an Army officer carrying a good amount of money...
I think the usual argument here has something to do with the training we received... I don't want to go into too much detail there, so I'll just say this: I have never seen gun handling anywhere, ever, that could rival, in terms of sloppyness, the one I witnessed in the hands of conscripts. Not all of them, mind you, but certainly those who had not handled a gun before the army.
Years later, as a civilian, I had to pass an IPSC qualifier stage, before I could be allowed to get a gun at my club - just one of the hurdles the 'non-good ones', like me have to deal with here. Actualy, that simple test is a good idea in my opinion, in the sense that I want to know that those around me at the club can accomplish it safely (those who fail the test do so for unsafe gun-handling, mainly).
I can't help wondering who many of my old army buddies would pass this test, when we were all 'good ones' or later.
